Senior HSE Officer – Dubai, United Arab Emirates

  • Ensure that a copy of the Company Health and Safety Policy well communicated through site management.
  • Ensure that the Construction Phase HSE Plan is being implemented, monitored and reviewed.

  • Provide advice on training requirements and arrange training courses where required.
  • Carry out investigations of serious accidents in accordance with Company Policy and prepare and provide statistics.
  • Arrange any necessary first aid equipment to sites or work places.
  • Supply any necessary literature for use or display at sites or work places.
  • Carry out regular inspection of sites and work places to determine whether work is being carried out in accordance with Company Policy, Method Statements and the relevant statutory provisions. Provide an Inspection Report to site management and send a copy of the report to the General Manager, Area Manager and HSE Manager.
  • Identifying potential hazards on new contracts before the commencement of work, proposing the safety organisation and emergency precautions required.
  • Compiling reports on safety and health activities including safety inspection reports.
  • Record and analyse of information on injuries, damage and production loss, assess accident trends and review overall safety performances.
  • The preparation of safety and health requirements, compiling the project safety manual and all related procedures.
  • Ensuring all United Arab Emirates Government regulations concerning safety and health are implemented in the execution of the project.
  • Ensuring that all safety equipment and personal protective clothing used on the project is suitable for use and complies with the approved standard.
  • Conducting safety inspections on site is assigned, and providing advice and information to the Project Manager.
  • Providing information and advising project management on safety and health requirements and promoting a regular exchange of information on current safety performance record.
  • Maintaining the subcontractor’s safety performance and advising the Project Manager on subcontractor’s safety performance record.
  • The preparation and implementation of administrative plans for reports, records, statistics and special safety meetings.
  • Conducting joint project safety inspections with the sub-contractors representatives within their areas of responsibility and assisting them in providing on the job safety training for their employees where required.
  • Compiling reports on safety and health activities on site.
  • Liaise with local medical staff and monitor injury reporting system.
  • Conduct accident investigations and notification to management of all findings.

Work conditions are mixture of being in an office environment and out in the field conducting safety survey and analysis. Office work includes personal, management and paper work. Due to the nature of the work environment is dangerous required PPE shall be worn while on site. PPE includes protective clothing, hard hat, safety glass and protective footwear. The job can be stressful at sometimes especially as safety violation occurs where people are injured and thus production will be drop-off.
